The main points of the GNU licenses indicate that users are allowed to distribute the orginal licensed product, or distribute modified versions if the following conditions have been fulfilled:

Database: The application itself, loaded with a small demonstration data set. Includes a copy of the user guide.
Technical Documentation: Technical documentation such as data model diagrams, use case descriptions used to define development tasks, flowcharts documenting how the database automation works, instructions for modifying forms, etc.
